Creates a student loan repayment assistance program for attorneys employed as prosecuting attorneys with the Texas border prosecution unit, administered by the Texas Higher Education Coordinating Board

Eligible attorneys must be licensed in Texas and complete one to four consecutive years of employment with the border prosecution unit; loans in default are not eligible

Provides repayment assistance equal to 25% of the attorney's total student loan balance for each year of service, up to a maximum of four years

Caps individual assistance at $110,000 per attorney and limits total program awards to $2 million per state fiscal biennium

Requires the board to adopt rules including provisions for reimbursement if an attorney does not complete four consecutive years of service, and authorizes the board to accept gifts and grants to fund the program
