Prohibits political subdivisions (local governments) from imposing any fee, charge, assessment, or similar payment to fund climate or environmental projects

Defines "climate or environmental project" as projects to reduce greenhouse gas emissions, mitigate or adapt to climate change impacts, reduce pollutants reaching the environment, or contribute to public awareness of these matters

Explicitly excludes basic sanitation and waste disposal services from the definition, allowing those services to continue being funded through fees

Broadly defines "fee" to include charges for privileges, services, authorizations, permits, licenses, registrations, certifications, filings, or any other action or approval by a political subdivision

Takes effect September 1, 2025
