Prohibits political subdivisions from disqualifying vendors in contractor selection processes based on their involvement in fossil fuel-based energy exploration, production, use, transportation, sale, or manufacturing

Extends protection to vendors that invest in, assist, or do business with companies engaged in fossil fuel-based energy activities

Defines "company" broadly to include sole proprietorships, corporations, partnerships, LLCs, joint ventures, and their subsidiaries, parent companies, and affiliates that exist to make a profit

Applies only to contractor selection processes initiated on or after September 1, 2025
