Authorizes intercollegiate athletics teams at Texas colleges and universities to conduct charitable raffles during home games, provided the team has existed for at least 3 years, has a home venue in Texas, and holds 501(c)(3) tax-exempt status

Allows raffle tickets to be sold at the venue or through digital platforms (website/mobile app), but only to individuals physically present at the venue who are 18 years or older, with sales limited to the period between venue opening and the prize drawing

Permits cash prizes up to 50% of gross ticket sales proceeds, with operating expenses capped at 10% of gross proceeds

Requires at least 20% of net proceeds to fund mental health services at the team's institution, with the remainder going to charitable purposes of the team or institution

Creates Class C misdemeanor offenses for selling tickets to minors, using public assistance funds to purchase tickets, or misrepresenting age to buy tickets; takes effect January 1, 2026, contingent on voter approval of a related constitutional amendment
