Specifies three mandatory circumstances requiring vehicle identification number (VIN) inspections: when no DMV record exists and owner is filing a bond, when vehicle was last titled/registered outside the United States, or when owner needs an assigned or reassigned identification number

Grants the Texas Department of Motor Vehicles authority to establish by rule additional categories of motor vehicles, trailers, or semitrailers that must undergo VIN inspections beyond the statutory requirements

Clarifies that VIN inspections must verify the identity of motor vehicles, trailers, semitrailers, frames, bodies, motors, and certain equipment that may be registered or issued license plates

Removes previous statutory language referencing department rule requirements as part of the mandatory inspection criteria

Takes effect September 1, 2025
