Adds a new condition allowing bonded title issuance when a lienholder with a lien less than 10 years old has gone out of business and the security interest was not transferred to another person, provided the applicant submits sufficient evidence as prescribed by department rule

Requires the Texas Department of Motor Vehicles to notify any recorded owner or lienholder when a bond filing is received for a vehicle

Imposes a 30-day waiting period before issuing a bonded title to applicants who do not hold a general distinguishing number (dealer license), measured from the date of title application submission

Prohibits the department from issuing a bonded title if any recorded owner or lienholder with an interest in the vehicle objects to the issuance

Preserves the right of interested persons to bring legal action to recover on the bond even if they did not object during the 30-day waiting period

Takes effect September 1, 2025, and applies only to bonds filed on or after that date
