Allows owners of salvage vehicles with out-of-state salvage ownership documents to apply for a Texas title after the vehicle has been repaired, rebuilt, or reconstructed

Requires title applications for repaired salvage vehicles to describe all major component parts used, identify the source of parts, and include federally-required identification numbers

Prohibits the department from issuing a title based on a nonrepairable vehicle title issued on or after September 1, 2003, including comparable out-of-state documents or notations in the National Motor Vehicle Title Information System

Prohibits titles from being issued based on certain receipts or certificates of authority issued under Chapter 683

Takes effect September 1, 2025
