Establishes an "express lane option" allowing the Health and Human Services Commission to use eligibility information from other public assistance programs to determine Medicaid and Children's Health Insurance Program (CHIP) eligibility

Designates qualifying "express lane agencies" as governmental entities that administer programs including SNAP, WIC, Head Start, free/reduced-price school lunch, TANF, and existing Medicaid/CHIP programs

Requires automatic enrollment in Medicaid or CHIP for children and individuals determined eligible through the express lane verification process

Allows income verification to be bypassed when applicants' household income is confirmed below eligibility thresholds through express lane agency data

Adds express lane agencies as approved third-party sources for verifying assets and resources during Medicaid eligibility determinations, and permits implementation to be delayed pending any necessary federal waivers

Takes effect September 1, 2025
