Establishes an early childhood parental support program providing funding equal to 0.2 times the basic allotment for eligible prekindergarten families who participate, with costs recovered through reduced entitlements over the following five years

Expands incentive funding for districts providing 175+ days of instruction plus 30 additional half-day instructional days for prekindergarten through eighth grade, with a 50% bonus for districts providing at least 200 full days of instruction
