Allows local governments to require AED installation and maintenance in structures or at designated public events subject to local licensure, after consulting with fire marshals, fire chiefs, EMS providers, and health authorities

Exempts health facilities licensed under Title 4, state or federal government facilities, and premises with maximum occupancy under 30 individuals from local AED requirements

Municipal ordinances take precedence over county orders within municipal boundaries, and local governments may inspect structures or events to ensure compliance

Prohibits state agencies from adopting or enforcing rules requiring AED installation unless specifically authorized by statute, and provides liability protection for local governments and officials regarding AED regulation
