Requires a justice of the peace to conduct an inquiry and file a written report with the attorney general within 30 days when a Texas county jail prisoner dies while confined in an out-of-state correctional facility

Mandates each county jail submit an annual report by February 1 to the Texas Commission on Jail Standards detailing prisoners confined in out-of-state facilities during the previous year

Annual county reports must include total number of prisoners in out-of-state facilities, number of prisoner deaths, and number of escapes or attempted escapes

Requires the Commission on Jail Standards to compile and submit a summary report by March 1 each year to the governor, lieutenant governor, speaker of the house, and relevant legislative committees

Takes effect September 1, 2025
