Requires authorizations to use standard air quality permits to be reviewed at least once every five years to determine whether the authority to operate should be renewed

Expands application requirements for concrete batch plants (wet batching, dry batching, or central mixing) to apply to all authorization applications, not just initial issuance, including detailed plot plans showing distance scales, property lines, emission points, and setback compliance

Directs the Texas Commission on Environmental Quality (TCEQ) to adopt rules implementing these changes by March 1, 2026

Allows existing permit authorizations issued before September 1, 2025, to continue until their original renewal eligibility date under prior law

Takes effect September 1, 2025
