Prohibits the Texas Commission on Environmental Quality (TCEQ) from authorizing the transfer of standard permit authorizations to purchasers of concrete plants that perform wet batching, dry batching, or central mixing, as well as concrete crushing facilities

Requires new facility purchasers to apply for a new authorization to use the applicable standard permit before operating the facility, rather than simply transferring the existing authorization

Mandates that if TCEQ amended the standard permit after the original authorization was issued to the seller, the amended (updated) permit requirements apply to the new purchaser's application

Takes effect immediately upon receiving a two-thirds vote in both legislative chambers, otherwise takes effect September 1, 2025
