Requires applicants for standard air quality permits for concrete crushing facilities or concrete plants (wet batching, dry batching, or central mixing) to submit a projected community growth analysis with their application

Applies specifically to facilities located or proposed in unincorporated county areas within one mile of land subdivided into at least 500 residential lots where construction has not yet begun

The community growth analysis must include an assessment of anticipated social and economic impact on future local communities

Texas Commission on Environmental Quality must establish rules requiring additional information needed to project area growth and ensure facility compliance with federal and state air control laws

Applies only to permit applications submitted on or after September 1, 2025
