Requires concrete crushing facilities and concrete plants performing wet batching, dry batching, or central mixing to have trained personnel on-site during all operational hours

Mandates that the on-site employee or agent must be trained in opacity readings, methodology, and procedures to monitor air contaminant emissions

Directs the Texas Commission on Environmental Quality (TCEQ) to adopt rules implementing these staffing and monitoring requirements

Applies only to facilities operating under permits issued under Chapter 382 of the Health and Safety Code

Takes effect September 1, 2025
