Requires the Texas Commission on Environmental Quality (TCEQ) to immediately investigate complaints about air pollution or water pollution from concrete plants (wet batching, dry batching, or central mixing) and concrete crushing facilities when the complaint is signed by at least 500 residents living within 1.5 miles of the facility

Mandates TCEQ to post investigation status updates on its website until final disposition and provide a public comment period with at least 30 days' notice before the comment period closes

Requires TCEQ to publish a written report on its website after investigation completion that includes investigation results and a summary of public comments

If TCEQ determines grounds may exist for revoking or suspending a facility's permit, the commission must hold a public hearing with at least 14 days' notice posted on its website

Takes effect immediately upon two-thirds vote of both legislative chambers, otherwise September 1, 2025
