Extends existing notice and public hearing requirements for concrete batch plants to also cover concrete crushing facilities operating under standard permits or permits by rule

Requires residents living within 440 yards of a proposed concrete plant or crushing facility to be given the opportunity to request a hearing before construction begins

Exempts temporary facilities located in or near public works project rights-of-way, and certain concrete crushing facilities unless located in counties with populations of 3.3 million or more (or adjacent counties)

Prohibits the commission from denying hearing requests solely based on distance when the requestor alleges the proposed crushing facility would violate distance requirements under Section 382.065

Applies notice and hearing requirements to permit renewals, overriding the usual exemption that prohibits public comment on renewals that don't increase emissions; effective September 1, 2025
