Requires electric utilities and telecommunications providers that receive complaints about excess vegetation near distribution or communications lines they do not own to forward the complaint in writing to the line owner/operator within 5 business days

Mandates that the receiving utility notify the complainant that the complaint has been forwarded and provide contact information for the responsible line owner/operator

If the line owner/operator fails to trim excess vegetation within 5 business days of receiving the forwarded complaint, they must allow the notifying utility to perform the trimming and reimburse them for reasonable expenses

Excludes municipal electric utilities from the definition of "electric utility" for purposes of this section

Takes effect September 1, 2025, and does not affect existing civil remedies for personal injury or property damage related to vegetation management
