Creates a child-care advisory council under the Texas Workforce Commission to advise the commission on child-care issues

Council consists of 7 members: 3 child-care industry representatives appointed by the governor, lieutenant governor, and speaker of the house; 2 local workforce development board representatives; and 2 business community representatives appointed by the commission chair

Members serve staggered 4-year terms with terms expiring November 1 of odd-numbered years, and receive no compensation but are reimbursed for travel expenses

Council must meet twice annually and submit a report to the legislature by January 1 of each odd-numbered year

Initial appointments must be made by November 1, 2025, with the first meeting held by December 1, 2025; act takes effect September 1, 2025
