Requires each county jail to submit an annual report by February 1 to the Texas Commission on Jail Standards regarding prisoners confined in out-of-state jails during the previous calendar year due to overcrowding

Mandates reports include the total number of prisoners confined in out-of-state jails and the total number of prisoners who died while confined in out-of-state facilities

Directs the commission to create a standardized form for county jails to use when submitting these reports

Requires the commission to compile and submit a summary report by March 1 each year to the governor, lieutenant governor, speaker of the house, and relevant legislative standing committees

Takes effect September 1, 2025
