Authorizes the institute to award grants to public and private entities for research and development aimed at advancing knowledge, creating intellectual property, and commercializing research products

Requires development and implementation of a Texas Advanced Research Plan, with the institute serving as an intermediary between higher education institutions, private sector, and stakeholders for workforce development

Funding may come from state appropriations, gifts, grants, donations, and royalties/license fees from inventions developed through the institute; subject to sunset review with abolishment scheduled for September 1, 2037, unless continued
