Requires 15 designated state entities to publish severe weather adaptation plans by September 1 of each even-numbered year, including agencies such as the Department of Agriculture, Department of Public Safety, ERCOT, Texas Commission on Environmental Quality, and Texas Division of Emergency Management

Plans must include a vulnerability assessment, review of existing programs, specific steps to fulfill the entity's mission during severe weather, budget impact analysis for 2, 5, and 10 years, potential funding sources, and a statewide monitoring strategy

Each entity must consult with the Houston Advanced Research Center and the Office of the Texas State Climatologist at Texas A&M University when developing their plans

Plans must be posted on public websites and electronically submitted to the governor, lieutenant governor, speaker of the house, presiding officers of environmental committees, and the TCEQ executive director

Severe weather adaptation plans are subject to audit by the state auditor under Chapter 321 of the Government Code
