Expands the definition of "restricted charter provision" to include not only climate change-related provisions but also any charter provision that purports to change a municipality's governmental immunity

Prohibits home-rule municipalities from holding elections on charter amendments that would change governmental immunity without prior approval from the Texas Legislature via resolution

Bars municipalities from adopting or enforcing any ordinance, rule, or other measure that purports to change the municipality's governmental immunity unless the legislature first approves it by resolution

Amends Section 9.004(d) of the Local Government Code to add governmental immunity changes as a prohibited subject for charter amendments (except with legislative approval)

Takes effect immediately if passed by two-thirds vote of both chambers; otherwise takes effect September 1, 2025
