Amends Section 42.252(c) of the Human Resources Code to strengthen educational plan requirements for general residential operations licensed by the Health and Human Services Commission

Requires operational plans to include a written agreement (rather than just discussions, plans, and agreements) with local school districts, private schools, or charter schools that will provide education to children at the facility

Written agreements must now specify the location where educational services will be provided and detail transportation arrangements for children to reach that location

Maintains existing requirements for community engagement plans, trauma-informed plans for unauthorized absences, suicide prevention plans, and documentation of management qualifications

Takes effect September 1, 2025
