Requires toll projects to become toll-free once acquisition and construction costs are paid and all associated bonds and interest have been fully paid or sufficient funds have been set aside in a trust for bondholders

Prohibits toll project entities from amending financing or other agreements in ways that would extend the date when a toll project must become toll-free

Establishes that once toll-free, projects either become part of the state highway system (maintained by the Texas Transportation Commission), transfer to a county road system if the county requests and receives Legislative Budget Board approval, or remain with the current operating entity if neither option applies

Removes provisions allowing surplus revenue from one toll project to be used for other projects or to secure bonds for different toll projects

Requires the Texas Department of Transportation, in consultation with the Legislative Budget Board, to produce a report by September 1, 2026 identifying all toll roads in Texas, projected dates for toll cessation, and projected maintenance costs for adding roads to the state highway system
