Requires installation of universal changing facilities (gender-neutral, enclosed restrooms with adult changing tables) in places of public accommodation and public buildings constructed on or after January 1, 2026, or undergoing renovations costing at least $50,000

Applies to entertainment venues, retail establishments of 40,000+ square feet, museums, libraries, parks, zoos, schools, universities, social service centers, transportation terminals, and healthcare facilities

Universal changing facilities must include an electronic height-adjustable adult changing table with safety rail or belt, plus toilet, sink, waste receptacle, soap dispenser, and paper towel dispenser

Facilities must comply with International Building Code and ANSI A117.1 accessibility standards, with signage meeting 2012 Texas Accessibility Standards posted to indicate locations

Texas Commission of Licensing and Regulation must adopt rules by December 1, 2025, including exceptions for owners who demonstrate undue financial burden or insufficient space for compliance
