Requires the Department of Public Safety to establish and maintain a publicly accessible database of entities that knowingly issue identification documents to individuals unlawfully present in the United States, including images of such documents

Creates a Class A misdemeanor offense for any government or business entity officer or employee who accepts, relies on, or uses an identification document listed in the database to verify a person's age, identity, or residency

Prohibits governmental and business entities from providing funds to assist any person in obtaining identification documents listed in the database

Requires DPS to establish a training program and provide assistance to governmental and business entities on database use and compliance

Takes effect September 1, 2025, with the criminal offense, prohibited use, and funding restrictions taking effect March 1, 2026; database must be established by January 1, 2026
