Creates the Managed Care Consumer Choice Program, replacing the competitive procurement process for selecting Medicaid managed care organizations with an open application system where any qualifying managed care organization can contract with the Health and Human Services Commission

Applies to STAR, CHIP, STAR Kids, and STAR+PLUS programs (excludes STAR Health), requiring managed care organizations to obtain certification for service delivery areas, demonstrate financial solvency, and meet performance measures before receiving contracts

Establishes performance measures based on cost efficiency, quality of care, member and provider satisfaction, and provider network quality, with annual evaluations published on the commission's website

Sets implementation timeline: applications must begin by September 1, 2026; STAR and CHIP services under new contracts start by September 1, 2027; STAR Kids and STAR+PLUS services start September 1, 2030

Requires cancellation of all pending procurements for STAR, CHIP, and STAR Kids programs as of January 1, 2025, and extends existing contracts until new program contracts are executed
