Texas Education Agency must contract with a third party to provide classroom teachers (employed under probationary, continuing, or term contracts) with assistance understanding their rights, duties, and benefits, as well as liability insurance coverage for conduct during their duties

School districts are prohibited from interfering with a classroom teacher's access to these services

Contracted entities are prohibited from using contract funds for political activities, advocacy on public school issues, or conduct that state agencies cannot engage in with appropriated money under Government Code Chapter 556

The bill explicitly protects classroom teachers' and school employees' First Amendment rights from being interfered with by this section

Takes effect immediately if passed by two-thirds vote of both legislative chambers; otherwise takes effect September 1, 2025
