Department of Information Resources must conduct a comprehensive review of the state's centralized accounting and payroll system (CAPPS) to assess its effectiveness in meeting agency financial and personnel management needs, data security, regulatory compliance, and financial reporting transparency

Review must evaluate financial benefits and risks to the state, including cost savings and efficiencies, as well as operational impacts such as system integration, ease of use, training requirements, and personnel efficiency

Department must consider input from state agency representatives, external auditors, and other experts, and evaluate whether the system aligns with the state's digital services strategy and legacy modernization initiatives

Report due to the governor, lieutenant governor, speaker, and relevant legislative committees by September 1, 2026, including performance analysis, improvement recommendations, implementation timelines with cost estimates, and proposed legislative or administrative actions

Department must collaborate with the Legislative Budget Board, comptroller, and other agencies to implement administrative recommendations aligned with the 2022-2026 State Strategic Plan for Information Resources Management; Act expires January 1, 2027
