Expands the Texas Pharmaceutical Initiative governing board from three members to five members, all appointed by the governor

Establishes staggered six-year terms for board members, with approximately one-third of terms expiring on February 1 of each odd-numbered year

Requires vacancies on the board to be filled for the unexpired term using the same appointment process as the original appointment

Changes the business plan submission deadline from a one-time October 1, 2024 requirement to a recurring deadline of June 1 of each even-numbered year

Sets initial staggered terms for the newly constituted board: two members' terms expire February 1, 2027; two expire February 1, 2029; and one expires February 1, 2031
