Establishes the County Indigent Litigant Transportation Assistance Grant Program, administered by the comptroller, to provide financial assistance to counties that help indigent litigants travel to and from court proceedings

Defines eligible indigent litigants to include civil litigants, criminal defendants, respondents, subjects of legal proceedings, and persons who have custody of such individuals in civil, criminal, or juvenile matters

Counties may submit one grant application per fiscal year, due within 30 days of the start of their fiscal year, and must use grant funds exclusively for indigent litigant transportation assistance

Requires the comptroller to adopt rules establishing standardized application processes, deadlines for applications and disbursements, usage guidelines, compliance monitoring procedures, and requirements for returning unused funds

Takes effect September 1, 2025, with the comptroller required to implement the program and counties eligible to apply for grants beginning January 1, 2026
