Applies only to counties with populations under 75,000 that are located within metropolitan statistical areas with populations over 1.5 million

Requires telephone corporations to submit applications to the county commissioners court for approval before installing facilities in county road rights-of-way

Counties must respond to applications within 10 business days, either approving the application or requesting modifications to reduce conflicts with county road construction projects

Allows resubmission of modified applications within 15 days, with automatic approval if the county does not deny within 6 business days of resubmission

Authorizes counties to require telephone corporations to relocate facilities at their own expense for road widening or modifications, with 45 days written notice required; corporations must also pay for any road damage caused by relocation
