Expands existing speed limit reduction authority to include prekindergartens alongside elementary, secondary, charter schools, and institutions of higher education

Allows county commissioners courts to set speed limits as low as 20 miles per hour on county roads located within 500 feet of a prekindergarten facility

Requires municipal governing bodies and county commissioners courts to hold public hearings at least once per calendar year on request of a prekindergarten operator to consider speed limits on nearby highways or roads

Grants prekindergarten operators the ability to request engineering and traffic investigations following public hearings, with the same process currently available to schools and higher education institutions

Defines "prekindergarten" as a facility that primarily provides prekindergarten services, effective September 1, 2025
