Requires healthcare providers to be certified or enrolled in Medicare as a prerequisite to participating as a provider in Texas Medicaid or the Children's Health Insurance Program (CHIP)

Exempts providers from the Medicare enrollment requirement if their services are not covered by Medicare, if excluding them would restrict patient access to necessary services, or if a state agency rule expressly exempts them

Applies only to providers who have not been terminated or excluded from Medicare, another state's Medicaid program, or CHIP

Authorizes state agencies to delay implementation if federal waivers or authorizations are needed

Takes effect September 1, 2025
