Allows public school campuses under a turnaround plan to elect to operate as a "community school" that coordinates academic, social, and health services through partnerships to reduce barriers to learning

Community schools may offer programs including early childhood education, after-school and summer programs, college and career preparation, internships, mentoring, health and social services for students and families, and parenting classes

Requires campuses electing community school status to establish a school community partnership team, partner with a lead organization experienced in community school implementation, and designate a community school coordinator

Community school plans must be approved by at least 75% of campus faculty/staff, 75% of parents of enrolled students, and the school district board of trustees

Prohibits the commissioner from ordering campus closure without first giving the campus the opportunity to operate as a community school and at least two years to implement the community school plan

Takes effect immediately with two-thirds legislative vote, otherwise September 1, 2025
