Authorizes the Texas Commission on Environmental Quality (TCEQ) to require facility operators to update construction plans to comply with amended standard permit requirements for permanent concrete plants performing wet batching, dry batching, or central mixing

Applies only to facility operators who have not yet begun construction before the amended permit is adopted and who have filed for an extension to begin construction

Adds similar provisions for concrete batch plants under Section 382.05198 of the Health and Safety Code, allowing the commission to mandate updated plans when standard permits are amended

Takes effect immediately with two-thirds vote of both legislative chambers, otherwise takes effect September 1, 2025
