Creates a grant program administered by the Texas Commission on Environmental Quality (TCEQ) to reimburse ready-mixed concrete manufacturers for costs of accessing environmental product declaration databases or software

Defines "environmental product declaration" as an independently verified product-specific label disclosing a manufactured product's environmental impact based on life cycle assessment

Requires grant recipients to agree to use environmental product declarations for their ready-mixed concrete products as a condition of receiving funds

Directs TCEQ to adopt rules establishing eligibility criteria, application procedures, evaluation criteria, grant amount guidelines, and compliance monitoring procedures

Takes effect September 1, 2025
