Establishes a loan program through the Health and Human Services Commission to help health care facilities purchase and implement electronic health record systems for streamlined patient record communication

Eligible facilities include nursing facilities, continuing care facilities, assisted living facilities, and mental health facilities, but explicitly excludes abortion providers and diagnostic, laboratory, or imaging centers

Loans carry a maximum interest rate of 1% with repayment terms up to 10 years

Facilities in medically underserved or rural areas, or those serving Medicaid recipients, receive preference and may borrow up to 80% of system costs, while other facilities may borrow up to 50%

The commission may accept gifts, grants, and donations from public and private entities to fund the program, effective September 1, 2025
