Wrongfully imprisoned persons who received compensation before September 1, 2009, are entitled to additional "equalizing compensation" to bring their payments in line with later compensation standards

Equalizing compensation is calculated as the present value of what the person would have received under Section 103.052(a) and (b) if compensated on September 1, 2009, minus the total amount they already received

Claimants must file an application with the comptroller by September 1, 2028, to receive equalizing compensation

The comptroller must issue payment within 30 days of determining a claimant's eligibility

The equalizing compensation provision expires September 1, 2029, and the act takes effect September 1, 2025
