Transfers governance, control, management, and property of University of Houston--Victoria from the University of Houston System to The Texas A&M University System, renaming it Texas A&M University--Victoria

All students and employees automatically become students and employees of Texas A&M University--Victoria on the effective date, with no change to student status or employee accrued benefits

Transfers all existing contracts, bonds, written obligations, tuition rates, fees, and appropriated funds from the UH System to the Texas A&M System for the university's use

Employees transition from the UH System group benefits insurance program (Chapter 1551, Insurance Code) to the Texas A&M System uniform insurance benefits (Chapter 1601, Insurance Code), with service credit preserved

Requires both boards of regents to enter a memorandum of understanding by June 1, 2025, with a transition plan for the September 1, 2025 transfer of all powers, duties, property, records, and funds

Reallocates the university's $3,649,703 annual constitutional appropriation (Article VII, Section 17) from the UH System to The Texas A&M University System
