Establishes the Rural Judicial and Court Personnel Salary Assistance Grant Program, administered by the Comptroller in collaboration with the Office of Court Administration, to provide salary assistance and retention incentives for judicial and court personnel

Defines "qualified county" as any county with a population of 300,000 or less

Qualified counties may submit one grant application per fiscal year, due within 30 days after the first day of the county's fiscal year

Requires the Comptroller and Office of Court Administration to adopt rules establishing standardized application processes, deadlines for applications and disbursements, and procedures for monitoring compliance and recovering misused funds

Counties may not apply for grants before January 1, 2026; the Act takes effect September 1, 2025
