Prohibits consideration of race, color, disability, sex, religion, age, or national origin in various state hiring decisions, grant distributions, and scholarship awards, including Texas Commission on the Arts consultants and accounting board scholarships

Repeals Section 72.041 of the Government Code and removes provisions requiring ethnic or racial minority status as a factor in CPA scholarship eligibility and reporting requirements on minority scholarship recipients
