Creates new Chapter 607A in the Business & Commerce Code to address payment card skimmers on electronic terminals, including ATMs, point-of-sale terminals, virtual currency terminals, and cash dispensing machines

Requires service technicians who discover skimmers to notify the Financial Crimes Intelligence Center and the merchant; merchants must disable the terminal, notify law enforcement and the center, and protect the terminal from tampering

Authorizes civil penalties of up to $5,000 per day per violation, with the attorney general empowered to bring enforcement actions in Travis County district court

Establishes criminal offenses: Class C misdemeanor for refusing terminal inspection; Class B misdemeanor for negligently or recklessly disposing of a skimmer; third-degree felony for disposing of a skimmer knowing an investigation or criminal proceeding is pending

Makes skimmer reports and investigation information confidential but allows disclosure to law enforcement, financial institutions, payment card networks, and other specified entities; passed Senate 31-0 and House 118-11
