Establishes a grant program administered by the commissioner of education to provide free menstrual products (tampons and sanitary napkins) to female students in grades 5-12 at qualifying public school campuses

Limits eligibility to school districts with campuses that receive federal Title I funding under the Elementary and Secondary Education Act

Requires grants to be distributed proportionately by September 1 each year based on the number of female students enrolled in grades 5-12 at qualifying campuses

Mandates that menstrual products be made available through a female school counselor, nurse, or classroom teacher selected by the campus principal

Allows funding through legislative appropriations as well as gifts, grants, and donations from public or private sources, with the program beginning in the 2025-2026 school year
