Prohibits public institutions of higher education and career schools/colleges from withholding student transcripts, diplomas, or certificates of completion if the outstanding financial obligation is less than $500 or has been outstanding for more than five years

Allows institutions to require students with debts of $500 or more to enter into a repayment plan before releasing academic records, but must release the documents once the student initiates payment under the plan

Permits institutions to charge a fee for releasing transcripts, diplomas, or certificates, but the fee cannot exceed the actual cost of printing, mailing, or electronically sending the documents

Applies to both current and former students at covered institutions

Takes effect September 1, 2025
