Expands existing public information law exemptions for working papers and electronic communications to include technical examiners and administrative law judges at the Railroad Commission of Texas, in addition to those at the State Office of Administrative Hearings

Exempts from public disclosure notes, observations, thoughts, questions, deliberations, and impressions of administrative law judges and technical examiners at both agencies

Protects drafts of proposals for decisions, draft orders related to contested case hearings, and draft orders related to alternative dispute resolution procedures from public records requests

Applies only to public information requests received on or after September 1, 2025

Amends Section 552.144 of the Government Code to create parity in confidentiality protections between Railroad Commission and State Office of Administrative Hearings personnel
