Requires the Health and Human Services Commission to implement an "express lane option" that uses data from the Supplemental Nutrition Assistance Program (SNAP) to determine children's eligibility for Medicaid and the Children's Health Insurance Program (CHIP)

Mandates that a new case be opened for health program eligibility determinations to prevent any delays in a child's existing SNAP benefits

Requires the commission to notify parents, legal guardians, or custodial relatives of eligibility determinations using their preferred contact method (oral, telephone, written, or electronic)

Enrollment in Medicaid or CHIP requires affirmative consent from the child's parent, legal guardian, or custodial relative, which may be obtained orally, by phone, in writing, by fax, or during SNAP eligibility interviews

Allows implementation to be delayed if federal waiver or authorization is required, with an effective date of September 1, 2025
