Creates immunity from criminal liability for health care practitioners providing health care services for any harm or damage resulting from acts or omissions related to that care

Defines covered health care practitioners as physicians, physician assistants, surgical assistants, and nurses who work at specified facilities including hospitals, nursing facilities, ambulatory surgical centers, freestanding emergency facilities, mental hospitals, and home health agencies

Excludes from immunity any harm resulting from criminally negligent, reckless, knowing, or intentional acts by the practitioner

Preserves existing immunities, defenses, limitations of liability, and procedures available under other laws or contracts

Applies only to suspected offenses committed, believed to have been committed, or discovered on or after the effective date, with immediate effect if passed by two-thirds vote or September 1, 2025 otherwise
