Counties are required to contract with the Secretary of State to use the statewide computerized voter registration list developed under Subchapter C for voter registration list services

Counties are prohibited from contracting with private computer service companies or other private business entities for services related to voter registration lists

Removes the previous requirement that the Secretary of State approve programs, equipment, or materials before counties could contract with private entities, as well as the Secretary's authority to rescind such approvals

Repeals Sections 18.012(b) and (c) of the Election Code

Applies only to contracts entered into on or after September 1, 2025; existing contracts remain governed by prior law
